The General Register of Employed and Unemployed - CAGED, instituted by Law No. 4,923, on December 23, 1965, constitutes a source of information of national scope and monthly periodicity. It was created as an instrument for monitoring and supervising the process of admission and dismissal of workers governed by the CLT, with the objective of assisting the unemployed and supporting measures against unemployment.

CAGED is an Administrative Record, and initially, it aimed to manage and control the granting of unemployment benefits. From 1986 onwards, it began to be used as support for the payment of unemployment insurance and, more recently, it has also become a relevant instrument for professional recycling and the reintegration of workers into the labor market, as well as an important subsidy for supervision.

Due to the growing demand for cyclical data from the labor market and the need for this Ministry to have more complete, more consistent and more agile statistics, significant changes were implemented in the system - Law No. 4,923/65. As a result of substantial advances, it was possible to build, from 1983 onwards, the monthly employment index, the turnover rate and the fluctuation of the workforce (admitted / dismissed).

The improvements that have occurred in the CAGED system and also in the methodology for data processing have made this administrative record one of the main sources of statistical information on the cyclical labor market. CAGED presents breakdowns identical to those of RAIS, in terms of geographic, sectoral and occupational aspects, enabling the realization of studies that indicate the most current trends. In the cyclical spectrum, it is the only source of information with such a level of breakdown, making it indispensable for guiding the interventions of policy makers in the labor market sphere, increasing the efficiency and effectiveness of employment policies that allow for the increase in the number and quality of jobs and, consequently, the reduction of social inequality.

The quality of the information in CAGED has been showing significant improvement. Contributing to this fact was the implementation of Ordinance No. 561/2001, which determined the extinction of the CAGED declaration in a standard form starting from the jurisdiction of November 2001. This measure had a positive impact on quality, since the information declared, in electronic media, goes through a review process. Furthermore, the implementation of the reception of CAGED, via the Internet, also allowed for a gain in timeliness.

 This dataset is published by the original source in the form of photographs. For each date, there is a snapshot of the universe of National Register of Legal Entities (CNPJs) and their attributes.  Except for the dictionary table, the date column indicates the date on which the data was extracted and made available by the Ministry of Economy. 

Why does this happen? The attributes of the CNPJ (registration status; company record) are constantly changing. Publication in the form of photographs is a way of dealing with this peculiarity, since each date reflects the current state of the registration at a given time.

How does this affect the analysis? In each photograph, all CNPJs (14-digit ID) are repeated. Therefore, there will be repetition of CNPJs if more than one date (photograph) is selected.

The available data comes from the Live Births Information System (SINASC) developed by the SUS Informatics Department (DATASUS). SINASC is managed by the Department of Health Situation Analysis, of the Health Surveillance Secretariat, in conjunction with the State and Municipal Health Secretariats.

The Health Secretariats collect the Live Birth Declarations (DN) in health establishments and in the registry offices (for home births) and enter, into SINASC, the information contained therein.

In general, the State Health Secretariats send their Database to the Ministry of Health, when they consider the collection complete. The Ministry of Health can only consider the National Database complete when all states have sent their data. From there, consolidation is carried out, including the redistribution of data by place of residence, which is the traditional way of presenting Live Birth data. Occasionally, some corrections are made to the information.

Monthly records of public servants of the federal executive branch, made available by the Transparency Portal, maintained by the General Comptroller of the Union - CGU. The data originates from the Integrated Human Resources Management System (SIAPE), the Central Bank (BACEN), the Ministry of Foreign Affairs (MRE) and the Military Commands of Brazil (Army, Navy and Air Force).

These bases do not include information on: servants of other spheres (municipal and state); of other powers (legislative and judicial); retirees who are not active; servants of public companies; and outsourced personnel.
